What to do about "landslide" stocking?

What do y'all do with these damn Cookie Candy pouches??? My store mostly stocks it in what I call the "landslide" formation where maybe we'll dummy up product in the back and stand a bunch more up in front, but as soon as customers grab a few everything starts to fall tf over. And they're all above Frozen too, so they'll just tumble into packs of peas and Asian food.

As you can see, we sometimes use baskets to mitigate this but some product will still slide on down after being shopped even a little bit. Same goes for pet treats in HABA.

Y'all have to help me, this is the most infuriating thing about trying to face and make everything beautiful + shoppable. I've talked to the Captain about it and he's open to ideas (which, besides making wall hook space and hanging them, I have none).
