I feel like I'm taking crazy pills!

I have just returned to division 2 from a bit of a hiatus, and the first thing I see is that Keener and Theo are alive, why and more importantly how? Warlords just feels like a waste of time now.

Am I the only one who thinks the story is going ot the rails?
