Ironclad / Watcher for Act 1 Apotheosis vs HoG

I was looking at the post that Apotheosis was better than HoG on Silent, but does this change for Ironclad and Watcher who have less defends and strikes?

Does this make HoG a better pick or is Apotheosis the go-to for all characters (I assume it’s the better pick on Defect as well)
