Toilet in the Living Room?

Okay guys maybe I’m being too judgmental because I haven’t made it to the potty training phase yet - but my niece who I’m close to did this and all the things I’ve read would tell me that you should keep the toilet in the bathroom and get them comfortable with that. Why is it in the living room like a toy? And side note: do we think she cleans it HA
