Forgot password can't start identification

I click on passwort forgotten want to use my ID to indentify myself it tries to open Camera but just goes back to Login screen once it goes to a white and black screen for one second.
Is there any other option?
Yes i restarted phone already reinstalled paypal app as well. Permissions allow paypal to use camera as well.
