Minimal Rule Server Interest

How many people would be interested in a server with only packing rules? would have the same rates as official and maybe 4 modded dinos (the equivlent of a pack with 2 carni and 2 herbis) for the people who don't have many dino packs. It would have packing and personal space rules to prevent people from hanging out in masses and will prevent the mega kos packs.
