Why The Diamond Dogs Are So Shity?

I love Diamond Dogs but in every cinematic they appear it doesn't help them that they always lose and fail, even against Liquid Snake when he was a child and a soldier tried to stop him or when with Quiet, who yes, is super strong and all that, but they didn't even manage to land a hit on him at least and so on every time they appear, does anyone know why?
