What is with Innkeeper Betty's voice?

Innkeeper Betty's voice/accent is terrible! I don't know if she's supposed to be Jamaican or what. Now I don't know too much about history or the setting of the game but I doubt a woman in that area and time period, who looks like that, would sound like a Jamaican lady trying to put on an English voice.
