Rear window sticker on the inside or outside?

I want to get very dark tints on my rear window, but I also want to have this (https://new-hashiriya.jp/products/hashiriya-club-banner) sticker.

Do I apply the sticker on the inside? If so will it even be visible on the outside? Alternatively, if I put it on the outside, would it not just come off when it rains, when I wash the car etc?
