What if we had a joint consensus like the fictional Sokovia Accords apply to the development of all forms of AI today?

What if AI development was agreed by the united nations (and all other AI related consortiums) to be done publically. How would that play out and its impact be? So going beyond just political, financial domain.

Sokovia accords are a big thing in the world of Marvel comics.

I am posing this scenario based on the assumption that the big tech plays a somewhat bullish role, thinking developers can develop anything for any industry because they could never achieve the success in any other field or profession, its pretty far out.
