How to make fill-bubbles

So all the information I can find is about bubble charts, which is not what I mean. I've seen a few items on google sheets that have these formatted fill bubbles. If you click on the cell and type 1 it fills in, 0 and it empties. I was hoping this was something I could do in excel, but I don't know how.
