Q: The Stilt Librarian is a chrome pyramid with a force field.. is this normal?

I have a game where I collected a bunch of books and went to the Six Day Stilt to turn them in for experience.. however I can't get anywhere near the Librarian, who is a chrome pyramid with a force field around her.

Is this just a random occurrence, does it happen if I progress a certain quest, or.. other? What can I do?
