Cutter GCC Jaguar II operating system and programs

My colleague has this cutter that he bought in 2004. I'm posting instead of him because he is not really tech and Reddit savvy. He says it doesn't work anymore because he has a new Windows OS and he is not sure what programs and drivers he needs to install. Does anyone know what is the latest OS that is supported and if he needs anything else or specific to install?

I'm very new to all of this, I only started as his apprentice a few months ago.
