Expedited Visa was sent to California Center

I applied for an expedited i130, and it was found to meet the requirements. It was sent to the California center, and the message said I would get a final decision in 10 days… it’s been 75 days.

I reached out to USICS and they told me a Tier 2 officer would be calling me unannounced within 10 days.

What should I expect from a tier 2 officer? Has anyone been in a similar situation?
