Usually the antagonized country is seen as the victim, but it seems like the U.S. is perceived as “Uncle Money Bags” and no one takes that sort of situation seriously from outside of the country

It’s weird to me that the U.S. didn’t deal with the cartel problems quicker, and it’s even weirder anyone seems surprised that an antagonized country would react to it
