so close… how do I redownload after deleting?? (vpn and manual location change done)

So after using this helpful spreadsheet: https://docs.google.com/spreadsheets/d/1Mik7UW7LZZGzViCmXaQ8IdV8FkfUOKqfq72Lw_eAAI0/htmlview#gid=1056199963 I was able to change my location from US to Canada. The app is visible on the Apple App Store now which it wasn’t before, but I’m still faced with that pop up in the screenshot when trying to redownload. Is there some final step I’m missing?? I don’t have the ability to change my entire account because the steps required for that would need a verifiable phone number from out of the country and I can’t provide that. I’m using nord vpn as well, set up in Canada. Please help !! I miss doomscrolling!!!
