Why did developers put Tundra Storm in the first place?

Just out of my curiosity. I believe at least 80% of people here can agree that it is the worst move in this game. IMO, it is a joke move in same league as Dan's ultimate taunt. No one in high level uses it. Even if we play against kick-based character like Manon or Juri, it is objectively better to use other options than the mightiest Tundra Storm.

I heard that devs like dragon screw, but why do you they think that a move that can only counters standing kick will be useful?
