Stuck on Hunter Aviary Base mission

Just turned on the game and I have no choice but to go to this Hunter Aviary base. Thing is when I get there, there is nothing there.

I’m not sure what to do, it seems like it’s just not spawning the enemies. I can’t do anything else in the game, I’m stuck on mission mode and can’t switch to Peter, there aren’t even any random crimes popping up. I can’t do anything.

I restarted the game, not sure what else to do. Anyone else experiencing this?
