Agence de mobilité ?

Hi all! I hope someone could answer this question. This company just took 1cent from my account and then refunded me and I’m very confused. I live in England and have never been to Quebec so it did make me laugh. But what is this? Will I be changed again? The helpline isn’t open until Monday so I hope that someone could ease my mind a bit. Thanks :)
