Should I be involved in client implementation?

I have worked part time as a PM while studying and am finally ready to work full time as I will finish my master's degree this summer.

However my boss says that they don't have budget for that. So they need me to do PM things along with driving client implementation.

I like to participate in client meetings when it comes to understanding what works and what can be improved, but actually leading the implementation... Not so much. I would rather just focus on building awesome things.

I worry that if I say yes, I will get more and more implementation tasks and only do PM things in between.

Am I wrong to not wanting to accept the offer?
