When and why did Playtime Co. begin experiments?

I am a little rusty on my Poppy Playtime lore, but from what I understand Elliot Ludwig began experiments in the 1960's to bring his daughter back but he started twisting everything to have a new purpose. Playcare was now used to take children to be tested on and the Young Geniuses program was now used to recruit scientists to help with the experiments.
