Missing skills in Reload

I was trying to fuse an almighty build persona with the proper almighty amp and almighty boost, but I could not find almighty amp. Did Atlus not include almighty amp in Persona 3 reload?
I've seen people mod it in, but have yet to see any unmodded means of obtaining the skill.
