MSU COM Waitlist: how does it work?

Recently put on the first tier waitlist at MSUCOM. How does this waitlist work? Do they go through all 1st tier WL applicants and accept as necessary before going to second tier? Or do 2nd tier WL applicants move into 1st tier if a spot opens up? Is the number of 1st tier WL offers limited?
