If I submit my primary application by Feb 1st to KCUCOM will it be too late for me to accepted or too competitive at the point in the cycle

See title I’m looking to apply during Feb 1st and finish my primary application by that date. Will it be too late? Also I heard it gets very competitive late in the cycle, is this true?
