Why is 1 overhyped and the other 1 downplayed?

I always seen people praise rayleigh for stopping kizaru here, and i’ve seen people use this fight with kizaru to easily put old man rayleigh above admirals

While sanji stopping kizaru was looked at as basic, as if thats the bare minimum?
