In dogfights in the air, how much of the outcome is determined by what plane you’re flying vs how good you are as a pilot?

I saw someone talking about how F-22 Raptors are at the top of the food chain and I was wondering if that means no matter how talented of a pilot you are, if you run into one, you’re screwed. Is that true?
