Can't achieve greater than 78% on HELICOPTER sight-seeing quality...why? with YT video

This is a 4x sped up, no skip, flight help video that shows an example of no matter how well I fly, I get no greater score than 78%, what could be causing this? Me, or a bug? This is for helis only, I can score 100% with the Cessna. I will get 100% flight smoothness, and an S tier rating with nothing but compliments from passengers the whole way, and be in the green 100% of the time, but get 78% at best. What am I missing?
