Online card for non-US resident

Please can anyone show me one library that allows people outside the States to apply for? Im willing to pay a yearly fee up to $20. I tried the 30-day trial of new orleans i fell in love for the app but im not in the US. I dont know what to do to continue using libby for audiobooks. Any help is appreciated.
