Provisional driving licence refund

I applied for a provisional driving license online, the letter came but I didn't return it within the 21 days and I still haven't gotten my refund, the 21 days finished on the 22nd of March and I'm not sure what to do as it won't let me create another application, like, do I need to wait more or call dvla and ask?
