Is there any place where an adult can learn classical music from scratch?

Inspired from a post in r/kochi. I always wanted to learn Carnatic Music. But my circumstances didn't allow me. Now my voice is really rough. Can I sing in a smooth voice if I get proper vocal training? Is there any institution which provides the training? I'm a 26 year old male, by the way.
