does renting count as a "sale" towards finishing the game?

i had an idea for an office to rent out, but i know you have to sell every house in order to finish the game and buy multiples. i'm curious if renting counts towards that? i kinda wanted to jump on this idea, but it wouldn't be sellable as a house so don't wanna waste the investment.

also, does garden comp increase rental prices?
