It really was Ottos fault

It just come to me: Otto was the one that suggested and incourage Viserys to name Rhaenyra as heir and the one that sets of the usurpation. Everything started with him, but not when he married Alicent to Viserys, but the moment he suggested Rhaenyra as heir. What do you think? I believe this makes it somewhat even more tragical for him - especially considering that Rhaenyra is the one that takes his head.
