Why Does GOW: Judgment Get So Much Hate?

I haven’t played Gears of War: Judgment, but I did watch a walkthrough on YouTube when it was first released. From what I recall, the game seemed fine—nothing stood out as particularly bad, though I don’t remember much about it.

That said, I’ve noticed the general opinion of the game is mostly negative. Can anyone shed some light on why?
