Game feels sped up? (Vice City D:E)

Hello, I've recently started playing GTA Vice City Definitive Edition. I loved San Andreas, so I wanted to play this next since everyone seems to love it. I played a tiny bit on the PS2 a few years ago, and I liked it. But this version has been consistently bad, to the point I don't enjoy the game. Before I'm even able to see enemies, they've already talked half my health. When I drive cars, the car can turn 180° at the slightest movement of the joystick, and although not exactly bad, when I hit other cars, they go absolutely flying down the street. Which is pretty funny. Anyways, I'm completely stuck on Naval Engagement. Even with full health and body armor, I always die right after getting the final briefcase. I've read that the FPS can affect the gameplay, but being on PS5, am I a little screwed on that end? Thank you for any feedback!
