Trying to understand the hype around Puka

I’m new to dynasty leagues and I struggle understanding the value of Puka. Everywhere I looked, he’s rated in the top WR in the league even in redrafts. I understand that he had an amazing season last year and that even when Cupp came back he was still super relevant in the offense, but how do so many people believe he will have similar seasons in the future? Could someone explain me the hype around Puka?
