Computer continually cycling and refuses to boot

I was on a sketchy streaming site and then I got a full screen pop up. To get rid of it I decided to shut down my computer and restart it. When I did this it completely shut down and now refuses to boot. It keeps doing what it does in the attached video over and over again. I’ve tried the f2 f12 and fn key to try and get the boot menu to load and nothing has worked. The only test that has worked was the test to press and hold D to make the screen flash different colors. Is there any help or advice anyone could give to fix my computer? I have an XPS 15 9520.
