Question about OUABH

I loved Caraval and OUABH, but I couldn’t shake one question that has been plaguing me. In the Caraval series it was explained that the witch created the fates, and it did say that Jacks had previously been human. However, in OUABH it made it seem like Aurora made him a fate, and she is not the witch. Also, I was confused as to why one of the fates was also a vampire.

Is it just a continuity error or am I missing something?
