Almost 6 months... what would yo do ?

I bought a big new set in from a Singapore. I have tracking but it hasn't moved since October with a mention "departed from hub to overseas". The store mention approximately 30 to 75 days delivery, I know it's an estimate but I am kinda worried since I have until March to get in touch with Paypal if things go sour. I live in Canada.
The shop looks legit, I even already bough from him in the past but delivery was much more faster, now I am past 75 businesses day!
Now...
- A situation like this never happened to me and I am a little worried. I believe the first step would be to contact the seller ?
- Next question, lets say the package is still out for delivery past 6 months or no one know where the package is actually, would paypal cover me?
- Last question, the seller has all kind of rules about refund, I don't want to get there at all, but would paypal actually enforce the 50% maximum refund mention by the seller ?
