[AZ] Can I refuse to sign a Memorandum of Expectations?

Without going into to specific details, I don't agree that a MOE is necessary as 3/4 of the issues they have raised have been addresses and corrected with simple verbal notification and the 4th I have no leg to stand on. Specifically the language being used is highly targeted and indicates issues are more severe than they really are. What are my options here? Thanks in advance.
