Can LORs be added after you submit your application (common app and mit)?

So yall my counselor did not tell me that i needed to invite teachers 😭 he decides to text me today fucking 31st and is like we need to add your LORs. I thought it was a file that he uploads. So far out of 3 only 1 has responded. So can they still add it after I send the application
