Can’t use iPhone mobile data fix

I have been struggling for years trying to understand why mobile data doesn’t work. I’m on the best plan with ATT. Never worked. I put Surfshark on my phone and now it works. Live in Alabama ! The only thing is surf shark cost money. Trying to find a free one that works. Any suggestions with a free vpn that works in the USA
