Is this a normal response from a property manager about a noise complaint?

I made a Noise complaint about disruptive television volume coming from the person above me. This is the response from my property manager.

"Good morning,

I've been trying to work on getting at least one other person in the building to confirm the loud TV and go from there. As I progress further I will keep you updated.

Thank you kindly"

Is this normal? Why would it need to be "confirmed" by other people in the building? I'm not sure how she will "confirm" this with other tenants as the unit above me does not share living room walls with anyone else but myself.
