Need help with bill

Both of my phone lines have the $80.99 charge listed. Am I being charged $80.99 per line? I've been to AT&T stores and couple times over the year and they dismiss it and say I'm only being charged once. My bill is $220 a month with "discounts" included but that seems high for 2 lines. I have no other devices on my plan besides the 2 phones.
